New Institution for Housing Supply for First-time Home Buyers

The Ministry of Land, Transport and Maritime Affairs announced that it will enforce the revised rules of housing supply from Sep. 28. The rules have provisions under which first-time home buyers will be preferentially supplied 20% of newly constructed housing.
The applicants for preferential housing supply should satisfy all the following requirements:
1) None of household members should own a house.
2) Any applicant shall fall into the first rank of the housing subscription savings and have more than 6 million won in his/her savings. The people falling under the first rank with less than 6 million won of savings can fill the shortage at once
3) Married or divorced couples should have children. Married couples are eligible for the application for preferential housing supply even if they don't have children but divorced couples should have children who are unmarried and registered in their resident registration documents.
4) Workers or self-employed businessmen should have a record of income tax payment for the past 5 years.
5) The total incomes of each household member should be less than 80% of urban workers' average monthly income of the previous year. For dual income families, the couples' incomes should be added up, and for the families with more than 4 members, it will be based on the average monthly income of each family under the following chart.
The winners will be chosen by drawing lots. This is to give opportunities to the young generation who are less likely to win the subscription due to short savings period and low savings compared to the older people.
