Saemangeum finally completed whole preparation to achieve world-wide reputation as a premium multifunctional city, because it began its full scale internal development toward "Excellent Premium Saemangeum".
The government held the 3^rd Saemangeum committee meeting on 23^rd, July and confirmed how to lead "Saemangeum general action plan" which contains detailed ideas for economic hub in Northeast Asia.
 The general action plan is highlighted with key development contents and strategies about converting development direction from farmer's fields to multifunctional using sites, while classifying its uses into eight fields necessary for handling matters of industrial, tourist & leisure, international trades, ecology & environment, and new recycling energy.
 Furthermore, it took "Premium multifunctional city" for development concept and presented three design models which describes a fabulous marriage of Korean tradition and high-tech city to make a creative zone, aimed at promoting international attractions and investment value of Saemangeum, while planning to decide a final design through integrating diverse opinions from domestic or overseas experts during the second half of year.
 "Premium multifunctional city" refers to eco-friendly multifunctional one, equipped with high-tech systems to cover industrial, tourist & leisure, and international affairs as well as having premium value enough for producing worldly competitive power and synergy comparable to Dubai, Venis, and Amsterdam.
 As the government implements the "premium multifunctional city" plan as a pilot project, its development scale of 1^st stage is more extended than its original scheme and its local parties are delighted with the fact, because it could be interpreted as government's strong will to drive the project.
